My pc is restaring when opening games

so i bought a new gpu rx 470 8gb but when i open forza horizon 4 and after 1 min into the game my pc keeps restarting so i took the card and went to my friend's to test the card there and the card performed as it should with no problems. what may be causing this reboots?
My specs are:
CPU: i5-4460
GPU Asus Strix RX 470 8GB
PSU: Zalman ZM700-LX
Motherboard:Gigabyte B85-HD3-a

CPU load at idle is 1-2%
temp is 28C

maybe... i underclocked the gpu as much as i could to see if it will be any better and the pc stopped re
booting but instead the games crashesh after a while. do you think PSU be quiet system power 9 500W 80 plus bronze perform better and solve the problem ?

i went to test the gpu at my friend's and the gpu performed very well so i asked him if i could borrow the psu for a test to see how it performs on my system but he said he dont want to come that far because i live about 3km away from him... so i couldnt
