My Pc is so slow even with New specs

So i've been having this problem where my PC is really slow like it takes 10-15 seconds o open chrome and I cant even run decent 60 fps on any game, Like Payday 2. Immense fps drops.



PC specs:
i5 7500
GTX 1060 6gb
8gb ram
HDD

 
Solution
You can see in those graphs pagefile usage (this actually is Commit value - amount of virtual memory reserved for processes) reaches 12187MB. So your system would definitely benefit from more ram.
Also you can see, vsync is turned on. FPS is limited to 60 and when it drops below 60, it gets limited to 30. Change Vsync to adaptive in Nvidia control panel.
General recommendation would be getting SSD and upgrading ram to 16GB.
Have you checked, if there is some large windows update currently installing?

Can you show screenshot from MSI afterburner hardware monitoring window, while experiencing fps drops in game?
Graphs important: FPS, CPU usage/temp, GPU usage/temp, vram usage, memory usage, pagefile usage.

I'm thinking about getting a 250gb SSD , would that be good? but ill have to keep 8gb ram at 2133mhz.
