Ok guys here's the deal

I have a recon 3d soundcard in the Pci slot. My motherboard is Asus M578l-m usb3. If i shut down and reopen the pc, my soundcard gets lost! It doesnt appear on the list in the device manager section, and my pc uses my hdmi as a primary output.
I tried closing it down and reopening again, sometimes the card gets found as a primary output, but most of the times, it doesnt even show up as a device. I noticed that it comes back after hard reset (not healthy!!!).

I opened pnp from bios
I reinstalled and updated all the drivers countless times
I set my sound card as my primary sound driver from bios
I have reinstalled all hardware parts

PCI slots are connected over the southbridge - SB 710 in your case via the super I/O.

I'd update my bios, then if you look at section 2.4.5 in your manual, there's a function under PCIPnP to allocated static resources to legacy PCI devices. You can try setting aside IRQ and DMA resources that your card needs (irq 16 in this case).

Also you can try using the AMD supplied chipset drivers instead

I have installed the amd chipset and after a couple of restarts it seems fine. Ill test it a bit more until tomorrow because this happened again, and after a while i was back to square 1. Ill see if my bios needs any updates as well and ill get back to you.

Οκ i have updated the chipset but still nothing from the above works. My bios is up to date, there are no settings for the pci as mentioned. My bios is a Legacy
