My PC is under performing like crazy for the past 2months

My PC has been under performing like crazy for the past 2 months. It started off when I was playing league. Usually i run at a good 120fps but now I can't seem to handle 40 properly. On overwatch I could sustain 200 easy but now I can't get above 80 properly. I always make sure my temp is ok on my CPU and GPU.

Specs:
GTX 970
I7 4771
8gb RAM
Windows 7

Help would be really appreciated!

Install Intel XTU, enable all hardware monitors, set the graphs for 5 minutes, run the benchmarks and post a screen print so that we can see the results, core temperatures and frequency.

Any reason why you didn't enable all hardware monitors (click the little blue icon in the bottom right pane)? Enable them, run the CPU stress test for 5 minutes and post the results after it has been running for 3-4 minutes, but before it completes. Was there anything running in the background or was the CPU idle before you started the benchmark? Your results are lower than my i5-4590, but they should be better (both are 4 core processors).

I'm assuming you're talking about the bottom right? My PC has been on just over 2 hours now if that helps.

Idle is fine. Now could you run the CPU stress test instead of benchmarks for at least 5 minutes and post the results as soon as the time remaining is one minute? Posting the results once the test is over and the CPU is idle is not that useful.

Not really, only when I launch the games it takes a little longer then usual for other people also my FPS is just considerable low compared to other people with a similar build but it wasn't always this bad.

I just changed it to high performance and now everything is good! thanks alot !!

Balanced may be as good and your CPU won't run at its rated speed all the time.
