My PC is underperforming and games run on 20 FPS. Please help.

Hello. For some reason my PC is underperforming. Msi afterburner shows that my GPU clock is 139 MHz and Mem clock is 405. I don't know much about computers, but my friend said that GPU and Mem clock should be like 1000 or higher.
I have a
Intel(R) Core(TM) i7-6700K CPU
GeForce GTX 1070 on GP104-A GPU
Intel(R) HD Graphics 530
Please help.
