[SOLVED] My PC is underperforming, and its lagging in basically every game

I'am playing garry's mod right now, a game that shouldnt require a lot, and i'am lagging with under 60 fps. It's beginning to annoy me extremely much. The problem also seems to be linked to some texture bugs, for example in GTA there is a lot of flimmering on the different buildings, the same in Garrys Mod, and in Predator Hunting grounds beta, all the trees were flimmering, but not for my friends. So personally i think it has something to do with this

the ram speed limit your cpu and gpu
like the web say you re using an 1600mhz 16gb ddr3 , not enough bandwidth for the cpu and cpu , so it will have stuttering

So i should replace the motherboard and the ram? and buy ddr4 ram. Or what kind of ram should i purchase

right , you should use the z270 and high speed ddr4
