My pc is underpreforming

i recently got a new pc with a gtx 1660ti i5-9400f 8gb ram and i started to notice that the games aren't running as they should be

i also noticed that the usage of my cpu is 100% and the gpu usage is as low as 30% the memory as well is 80%

i don't know if this is a bottelknecking problem or what keep in mind that my gpu tempretures never pass 40 while the temp on my cpu goes up to 60

please help me

You need to check whilst it is actually doing the things that you are unhappy about. Without that we can't do much.

from power options set the power plan to high performance and the cpu will always stay at its turbo boost

i am travelling right now so i can't tell you the exact number but when i come

So it's not turboing at all. Balanced power plan, and tell us what the temps are. it should be turboing all of the time to some degree or other.

when I go and choose the performance power plane it doesn't want to apply

I found a way to apply it but how do I know my ghz inside the game?

just run prime95 for now and see if the ghz changes.

so it can boost, how does gaming feel? Personally I use a second screen to check clocks ad temps.

What temp does it hit after 5mins on prime?

OK, so temps shouldn't be a issue, and cause throttling, it's definitely boosting, so test it in a game.

1920 1080 and I get around 80-140 in fortnite and I should be getting around 200-300 on low

With such a high CPU usage while it is turboing and not throttling, it could be background apps. What do you have running in the background, and can you send a screenshot of task manager without any games running.

the memory is quite high I can't figure a way to solve this problem

Memory is only a problem around 90%, windows will put things into memory to help, and dump them if something else needs it.

We need to see CPU and GPU clock speeds, temps and utilisation when you are having trouble
