My PC is very slow

When PC boots its very slow. Benchmark shows that it seriously under performs.
Its working worse than my old FX4300
When i do restart (and this is interesting), it operates like its supposed to.
Obviously it has something to do with what its loading(or not) the first time in the BIOS but what?
All drivers up to date.

Asus X470 Pro
H100i
RX480

Clean install .drives are all SSD and performance doesnt show anything unusual.
startup programs are the same and i have blocked/uninstalled crappy ones.
This is the difference in userbenchmark to get an idea

BIOS is in default state except for memory setting which i loaded ASUS profile ODCP but this doesnt change when i restart.
Its really slow.
Lifehacker list is all checked.
Can you suggest what would you like me to check in BIOS to give more feedback?

1. Does bios boots ok ?
2. what does bios say about CPU and ram
3. what windows drivers did you load ?
4. what startup programs did you load?

by spec, it should boot in ~15 sec tops. If you did not delete old windows correctly it tries to boot old one, then new one. Or windows does some crappy magic.
