My pc isnt running games as smooth as it should

Hello , i know alot of people ask this but i have to ask for myself and give you guys my own specs! I made this pc like a year ago with kind of a low budget but i scored some sweet deals and it looked good. KEEP IN MIND IM NOT AN EXPERT IN THE FIELD ! So basically i can't play games as smoothly as i expected , for an example , i can't run Skyrim above 40-45 fps , can't run Dead by Daylight , can't run H1Z1 , basically every game i ever wanted to play is laggy for me and it's really dissapointing and makes me frustrated.
Here are the information :
-AMD Radeon R9 280X GDDR5 3GB
-AMD FX-8300 8-core
-8GB ram
-GIGABYTE 970A-UD3P
-Chieftec A-135 1000W
-Windows 7-64bit
If anyone could tell me why are all games i ever wanted to play on this pc laggy with 40FPS i would be in your debt. Thanks in advance!
(And if you could tell me how do i fix it and actually start enjoying my gaming aswell ^^ )

So i had this "low fps" on all games for about a year, didnt have a clue what was going on or what caused it. Today i found a solution, i had 4 ram cards. I took 1 out at a time and tested games and their performance, one of my ram cards mustve been faulty as when removed i noticed a 100+ fps increase in CS:GO, a stable 60 framerate in LoL on the highest settings possible. So please try this before buying any new equipment as you could save alot of money if only the ram cards need replacing.

I did try that with all the games i played , it looked like it's working for a short period of time but after that , for some reason , it went back to the old crappy performance.
Do you think it shouldn't run the games better ? Because the recommended system requirements are more than enough for the games im currently playing (recommended requirements,not minimum requirements :c)

@oscamp08 A friend that knows about computers better than me reinstalled my windows and all the drivers like a month ago so i don't think that's it :/
 
well im reading here that it could be your cpu could be thermal throttling How are your cpu temperatures so bad with a custom cooler? Did you apply thermal paste. Is the CPU fan plugged in?
Are you overclocked? Check in the bios that you're not on custom voltages or anything
turn off V-Sync if enabled

reset bios to system default usually f10 in bios menu
 
@ac13044 If your question was does it lagg in offline games-than yes , it doesn't matter if it's an offline or an online game (i taught that it's my internet fault) it is always the same result fps wise..
 
what is your cooler All of the 8xxx series cpus by AMD use the same cooler as its 4 core model people had your issue with my 8320 and a proper air cooler such as the Hyper 212 Evo fixed seemed to fix problems with temperature and noise.
 
@ac13044 the temperature and noise isnt really the problem ( i hope i understood you ) the overall performance and low FPS in games is.
I tried the link u gave me , didn't notice any difference
 
There are quite a lot of things that could be causing this.

Check any programs you installed recently. If you notice a correlation between the fps drop and a programme then try installing it and see if it's better. One of your installed programmes could have a background process running that's taxing your performance which brings me to the next point.

Open your task manager and stop any unnecessary processes and look for any that you don't recognize. It could be that you have a lot of stuff running you didn't even realise that's demanding.

If it's still not working try running your computer in safe mode and try to run a game, if it still lags then it's most likely a hardware issue but if it's okay then you know it's most likely a problem with your software.

@ac13044 Sorry for the late response i was 2 busy cheering 😀 , did the ram card thing and it worked , everything is running perfectly , thank you so much for taking your time to try and help me out i really apreciatte it :)
