My PC isn't working.

I've gone through the entire routine help section and all the forums I can find and have nothing so far so hopefully someone can help.
I recently bought an MSI H370 Gaming Plus motherboard and 16GB of ddr4 hyper max ram. I set up my PC and my new CPU, bought in January and never used, which is an i7700k. I have made sure that there is nothing touching the mother board and everything is installed correctly.
However when I press the power button the Less night up for less than a second, the fans spin for that time, and the CPU as debug LED comes on aswell. I'm thinking of taking it to the local pc shop in case they can find whether it's the mobo, cpu or ram but does anyone have anything that can help me out?
 


There are actually two kinds of 1151 sockets. They are physically the same, but will not work interchangeably. 6th and 7th gen CPUs (like yours) will only work with 1xx and 2xx series motherboards while 8th gen CPUs will only work with 3xx motherboards (like yours H370).
