My pc keeps restarting without displaying anything on my monitor

I bought an AsRock Z97 Anniversary edition motherboard (from here: http://goo.gl/Z1hbxS) and an Intel i5 4690k cpu (http://goo.gl/rLyD4P) last week. It arrived and I went to go start on my build. After installation, I turn on the computer but nothing appears on the screen and it restarts about every two minutes. I am using onboard video, brand new 2x 4Gb RAM, and a thermaltake 450W PSU and a brand new HDD. What is causing this? I used EXTRA precaution to avoid damaging any component. (anti-static wristband, mod-mat from frozencpu etc)
 
try pulling one stick of ram and see if you can get into the bios or look at the bios label sticker on the mb see if you got an old mb with an older bios. if you can get in with one ram stick flash the bios to the newest rev. if it keeps on rebooting try another power supply the one listed are not the best units.
 
Memory may not be fully compatible with the system? Check memory compatibility using the memory manufacturer Memory Search/Configurator at the manufacturers website.

Check all cables are connected properly (power, data, monitor, CPU auxiliary etc).

Reset/clear BIOS/CMOS.
 


It won't load with one stick of ram or unplugging unnecessary peripherals or anything like that. Does this mean i need to upgrade my psu? higher wattage maybe? higher voltage?
