My pc keeps turning on and off. I just built it and would like some help

I just finished building my brand new pc. When i turned it on my monitor said "no signal detected." So i removed my ram sticks and put them back again. When i turned on the pc, it powered on for a couple seconds, then powered off, then powered up again for a couple seconds them powered off in a cycle.
I dont know if it was me pushing in the ram sticks too hard or something but i would like some help please

Its vga to vga but since my graphics card only supports dvi and hdmi, im planning to go out and buy an hdmi cable today.

For now i have it plugged into my mobo
 
I cant tell for sure. When i first powered on my pc my moniyor said no signal, so maybe it doesnt work. Right now it keeps turning on and off so i cant tell
 
Do you have any suggestions in terms of my pc turning on and off?
I thought maybe it was the cpu heatsink that might have not touched the cpu, and although i didnt take off the heatsink to make sure, it looked like it was directly touching the cpu.
I also didnt see any thermal paste leaking to the sides(again, didnt take the heatsink off to make sure)
The only cause that i could find was maybe a faulty psu, but this is my very first custom built pc, so i thought coming here would maybe confirm that or someone might find a better solution
 
Ok so i took out my cpu to check if there were any bent pins or thermal paste leakage. Not a single pin was bent and i reapplied the thermal paste and turned on the pc and the same thing happened PLEASE HELP I AM IN DEEP TROUBLE

Also id like to know how a mobo speaker would help in this issue
