So, over the course of the past 10 minutes, this has happened

I can no longer launch anything in administration. What will happen is the screen will darken and then return to the normal state after about 3 seconds with no prompts.

I can no longer move any application or window around my screen. Some applications can't be closed ie windows task manager

Windows services states that it is unable to create new document.

I am not sure what has happened but would like any immediate fixes

thanks in advanced

Solution
That is very bizarre.

you might want to try one of these and make sure its not a virus
https://www.digitalcitizen.life/top-free-bootable-antivirus-rescue-discs-windows-pcs

try running this in command prompt (admin)
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:

DISM /Online /Cleanup-Image /RestoreHealth
(if you type this in, spacing news to match or you will get another error)
and press enter

SFC fixes system files, second command cleans image files, re run SFC if it failed to fix all files and restart PC

copy anything off PC you don't want to lose. just in case a reset is needed.

open start menu
open power menu
with left shift held down, click restart

this loads PC into a blue menu on startup
Choose Troubleshoot
choose advanced
choose startup options
click the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

IS windows odd in here as well? Sometimes restarting from safe mode can fix oddities.

another choice is run system restore, its on the Troubleshoot/advanced menu
If you have a recent system restore date it could fix this.

Hey Colif, the administrator problem no longer occurs in windows safe mode. However, the windows not being allowed to move or close using the X button still persists
