Question My PC looping on and off on MOBO logo

Hello, so i got a new GTX 750 Ti Digital Alliance. Just Arrived today, but when i put it on my mobo, it starts on, then its off. then it boots to mobo logo, then it turn off and then on. it continue looping for idk how long. i thought it was my psu but i got decent enough or at least good enough for 750 ti
My Psu is EVGA 400w (it supposed to say that it's Certified? idk what that means, ig its good) so yeah... anybody know whats the problem?

and the modelof this evga 400w? sound like that the low end model
