Question My pc makes a electronic whine

Hi, So about a month ago my I accidentally push the power cable with my foot and it wont turn back on . every time I try to turn on my computer It makes a electronic whine
Specs:
-Intel Core i3-9100F
-8GB Memory
-NVIDIA GeForce GTX 1650
-1TB Hard Drive
120GB SolidState Drive

Have you tried another known working power cable?

What was the power cable originally plugged into - wall outlet? Could be that that outlet socket was damaged.
