Question My pc no longer boots and gpu fans dont spin please help

After not using my gaming pc for around 2 months i turned it on and all of the lights and fans spin at max blast and evn after an hour ntohing gets hot and the gpu fans dont spin at all but all lights on it are on. I have done the basics like ram reseating different ram differentr gpu and all of the other basics and nothing works please help
