my pc not boot up

You are booting up without attaching your CPU cooler to the CPU. It's possible it's overheating or protecting itself from failure.

Do a series of troubleshooting .
Step 1: Clear the cmos by removing the battery on the motherboard for 10sec and then place back into place .
Step2: Take out cpu and put back in . Apply thermal paste and fan with heatsink .
Step3: what's your power supply ?
Step4: Take out gpu and see if it boots .
Step5: check cables and make sure everything is in okay .
Step6: test bench it , could be a grounding issue

are you sure its cpu cooler? the pc not make any noise its to quiet but my monitor dont get signal either

I'm not sure but it's definitely the best place to start. Make sure there's thermal paste and then bolt it down. Once that's done try booting up with only 1 stick of RAM.

are you sure its not problem of cpu because is ES?

ES means you have an engineering sample CPU from what I can dig up on the web. Did you purchase the CPU from a merchant or directly from someone else?

Can you take the CPU out and get a high resolution picture so we can read the writing on the CPU. The ink as well as what's printed?

Yeah you have an engineering sample. You can contact Intel since those are illegal to sell. I'm not sure if this is the root of your problems but whoever sold you that CPU didn't do so in good faith.

Yes. Running without the cooler for more than 10-15 seconds can cause harm.

There's no real good way to tell without the right tools. If you can't get the system to power up with the cooler on and you're sure everything is grounded it's tough to say.
