[SOLVED] My PC not running as expected please help

I have an Asus RTX 2070 super ROG Strix Gaming Advanced Edition 8G Graphics Card with I7 9700kf, G Skill 16Gb 2x8Gb DDR4 3600Mhz and MSI MPG Z390 Gaming Plus Motherboard.
Gpu nor CPU seem to reach 100% and most games such as Holdfast, RDR2 and Atlas cant reach over 100FPS. Others run just over and games such as R6S and War Thunder can reach up to 200+ but still never seem to get full performance.

Main bit of info missing is what resolution are you gaming at.

As it is it doesn't sound like a hardware issue.

That provides a snapshot, other sites seem to report similarly, of RDR2 benchmarking; so it seems to be within the norms of performance.

Depending on development knowing which game engine could make a difference to understanding the expectations of the game. Generally games will use what's available to it, so not all games will push components to 100% load (whether CPU, GPU or RAM). As it is, there doesn't sound as if anything is wrong.

It will also depend on how 100% is seen with respect to CPU usage. Eg. a 4 core CPU may be at 25% load, but one core is at 100% and others at 0%.
