[SOLVED] My PC occasionally goes into a weird mode when gaming ?

Sometimes when I start up a game my entire screen goes from its normal color to a slightly different tint. its only noticeable on my second monitor but when it happens my cpu clock speed goes down to 790 MHz( normal is around 4.6ghz with an intel i7 9700k). I've been dealing with this issue for a while and this is as far as I've gotten with diagnosing the issue. It's not a temp issue because I ran a stress test and it was below 60 c at 100 load for a while with no drop off in performance. it could possibly be a fullscreen mode thing because one of the games I play doesn't go into a fully full-screen mode and gets 400 fps. its weird because when I first download a game it's fine on the first playthrough but when I go to open the game again it has the issue. I've also disabled bd prochot from throttle stopper and that reversed it but now its back.

Solution
Make and model of your motherboard? You should also look into the version of BIOS that you're currently working with. If you have BISO updates pending for your motherboard, gradually work your way to the latest, taking note of any MEI/chipset drivers that need updating prior to moving onto further BIOS updates.

You should also download the latest drivers from Nvidia's support site, then use DDU to uninstall your current GPU drivers, then reinstall said drivers in an elevated command, i.e, Right click installer>Run as Administrator.

Can you list the games that you're seeing the issue on? Make and models of the displays? Wattage for your Seasonic Focus + Gold PSU? How old is the unit?
