My PC performance degraded after upgrade

Hello!

So, I will keep it short and on point as much as I can!

6 months ago My PC was running on the following parts

CPU: AMD FX-6100
GPU: GTX 650 2gb
RAM: 8gb ddr3 (HyperX Savage)
PSU: Some Segotep, 650W
MB: An older AsRock (I can specify if needed)
Monitor: 1366x768

Since many years ago when I built this PC I had a GT 630 1gb GPU and some random RAM sticks in it. Aprox one year ago I got gifted a GTX 650 2gb. My performance has increased and I had no issues. After like 9 months I got myself a MSI GTX 970 4gb lite edition because I wished to play my favorite games in 1080p 60fps.

I realize that I have a huge bottleneck. initially I intended to get a GTX 1050 ti but I got the 970 for 60 euro less than the 1050 ti was at that time.

A month ago I got myself a new laptop with the money I was saving up for upgrade (cuz life came to me and punched me in the nuts). I am in a huge need of a laptop in my life since I do not have time for my PC anymore.

It has a i5 8300u, 1050 ti, 8gb ddr4 ram bla bla bla. I was really fascinated by that slim motherfer being more stable performancewise than my actual PC.

After I installed my new GPU I noticed some serious cursor lag in the windows.
I experienced this cursor lag while tabbing out of Overwatch which is installed on the SSD but I didnt consider it big deal. Now I have such lag when I open up Google Chrome with a few tabs.

I could really use some advices related to this. What should I do to "ease" my PC? Going back to 768p til I get CPU, MB, RAM upgrade? Changing the PSU? Reinstalling the windows? (I didnt do it after I upgraded to the 970) Cleaning up space from my hdd? (its nearly full, I have @100gb free space)

I dont want to be too self confident in my knowledge but I'd call myself a tech savvy since I faced so many issues and I managed to solve them all. But I just cannot teach myself about computer parts.

Please advise me! I will be checking this post as frequently as I can!
Im really sorry for this wall of text but I wish to leave as much details about this as I can!

It never hurts to reinstall Windows. I do it on my rigs about once a year to 18 months, if you've been running for 7 or 8 years (based on the CPU) you're definitely overdue.

If you still have cursor lag -- it's not something you should be seeing! -- I'd run a userbenchmark.

Long-term, I'd replace the power supply as yours is fairly low-quality, but this particular issue is unlikely to be caused by the PSU directly.

Was the 970 used? It could have had a hard life.

Does your PSU go back to normal with your 650? It would help diagnose if the problem is specifically related the 970 or something else is going on.

Last windows install was a little over a year now. (When I got an SSD last year mid January)

I will save up my important stuff and do a fresh install with both my storage devices formatted.
I do run a trim and a defrag at least at 2 month (now maybe 3-4, since im not using the PC as often)

Segotep is fairly known brand in my country, but when I got a new case my old PSUs wires weren't long enough, thats why I got this PSU.

Yes, the GPU was used before, im the 3rd owner of it. I believe that it was in good hands since it was passed through friends. The guy I got it from, came to my place a few times with the GPU. We installed the driver and jumped into MKX. Maybe swapping between the 650 and 970 a few times could have had an impact?
I remember that the guy who I got this GPU from was showing off with it when he got it by rocking For Honor on nearly maxed out setting and still having @60fps, maybe more. And other "beefy" games too. Even he was impressed how well it handled PUBG. He was running on DDR3 8gb and some fx 8000. I remember this cuz he ran this build for a while.

I am told that my CPU should be able to handle a 1050 ti without issues, I'd expect the 970 to get limited at a 1050 TIs performance by the CPU but I dont think that this is how it works. Maybe im wrong...

The issue could come from the MB too? Like, too weak to handle such newer part as the 970?

You have a 768 monitor, why are you running games at 1080? You won't get any extra quality there, you are still looking at those same 768 pixels. From the post, it seems you have an SSD for that computer correct?

I would try a clean Window setup on the SSD, if you have any secondary disks, unplug them during the setup and testing.

You also have a new laptop with pretty good specs, why are you talking about CPU, etc.. upgrades? Post is a bit all over the place, is the main issue that since you installed the 970 in the system it is acting up? Are you going to be replacing it with another desktop?
