My pc posts wont boot and ez debug led flashes on cpu for 1/2 sec and after that dram 1/2 sec

I just built a system it post but there is no video and cpu and dram led both flash cpu for half sec and then dram for half sec and it wont boot

What specs? Have you connected the monitor to the graphics card (not motherboard)?
