That's what one calls "power cycling". It may happen if the PC can't execute its power on self test properly. It's quite often the result of a bad overclock, but can also indicate a bad component. The power supply is the likely culprit here because other components would more than likely cause a boot error beep or code to display.

Just throwing this into the mix as just another possibility...

I have an old PC that used to do that after its power has been removed for a while. It turned out that the CMOS battery died and the BIOS was likely doing the extra reboot to reinitialize the hardware when the CMOS is empty.

It looks as if the RAM is on a bad over clock and can't be booted because the overclock failed. If you have a MemOK button on your motherboard, Click that and reboot the pc if it doesn't already do it for you automatically.
