Here are the specs of my PC. Is it ready to display 4K? Not for gaming, but action cams like GoPro.

GPU - MSI GeForce GTX 1050
Board - Z170A M3 Gaming
CPU - i7 6700K
RAM - G.SKILL TridentZ Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM
OS - Windows 10 Pro

Yes it can.
The GTX1050 specs say 7680x4320@60Hz is supported.
https://www.nvidia.com/en-us/geforce/products/10series/geforce-gtx-1050/

I am using a GTX750ti to run a 4k monitor and it does just fine.
You will need, I think a 4k monitor connected via displayport. HDMI may not do 4k@60hz.

It is. You really wouldn't be set with just the integrated GPU that the 6700K has.

Why?

DisplayPort (Version 1.4) / HDMI (Version 2.0) / DL-DVI-D

It has 3 video out ports. HDMI 2.0b, DisplayPort 1.4 and Dual-Link DVI.

Max Digital: 7680x4320

And finally Max Monitors Supported: 3

Thanks. You mean use the DVI port?

So what's the best output connection?

The display port and the HDMI 2.0b.. Which monitors are being used?

Currently I am using an HDMI connector to my HD TV. Have not gotten a 4K display monitor yet. Any suggestions on what to look for in a 4K monitor? Looking for less expensive.

I would just make sure it's a true 4K monitor and it has your necessary display port and HDMI connections. Remember the version numbers on the card. HDMI 2.0 to a 4K monitor with a HDMI 1.4 connection isn't what you want. I am not well versed enough to offer a proper solution. You might want to start a new thread or Geofelt may have something to offer.

Exact top budget?

It doesn't spell out the HDMI 2.0. Should I assume it has that version?

:D No. Talk to the retailer. Not even Dell is specific with the specs .
2 HDMI/MHL connector
1 DP connector and 1 mDP connector
2 USB 3.0 downstream connector
1 USB 3.0 upstream connector and 1Audio line-out port

If you peruse the questions you will see

Question: what are the differences between the S2817Qr and the S2817Q? and are the hdmi 2.0?
Answer: The S2817Qr is simply the model for the version available from our retail partners. The S2817Qr and S2817Q are identical products from a spec, design, and performance basis. The HDMI ports available on this are version 2.0

If you had a better GFX card I would have suggested a 1440p 100Hz or better(144Hz) monitor or TV. Fast paced scenes benefit from higher refresh rates due to more frames being available. https://www.pcmag.com/article2/0,2817,2379206,00.asp is one of a LOT of articles explaining refresh rates. Because this seems to be specifically aimed at GoPro action scenes the higher refresh rate will present a smoother experience on the monitor.
