My Pc restarts randomly then my graphics card wont turn on after. PLEASE HELP

This problem started about a week ago. I would be using my computer for about 5 to 10 mins then my monitors would lose signal. The only way i could turn off the computer is with the power supply switch because after i turn it on my power button from my case becomes unresponsive. Its wierd because sometimes when i turn on my pc the graphics card works and sometimes its off. I have a AMD radeon 390 for my graphics card. If anyone has suggestions please help. Everything is updated from my drivers too.

Most likely issue is the power supply or video card, need to test those, try video card in another system, try another one in yours with the same power use, try another PSU in your system.
