I built my pc in 09/2023 and during those first couple months, my pc would continuously boot into bios like once a week and it would take about 3 attempts to finally boot into windows, the only attempt I have made to fix the issue was upgrading to windows 11 from windows 10. this did not fix my issue at the time, but a year later the issue has lessened to about once a month now. every time I have this issue, I see that it says, "no boot device found".

Welcome to the forums, newcomer!

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

the only attempt I have made to fix the issue was upgrading to windows 11 from windows 10.
Using the internal upgrade path? if so, you're advised to reinstall the OS, after recreating your bootable USB installer for Windows 11.

Refurbished items are often items that are faulty but can't be fixed nor exhibit the anomaly at will. People don't know how to fix it and in the process can't send it back to the board maker for repair so they're sold off to clear inventory. Another way of looking at it would be that the board's warranty was claimed, the replacement came through and this board looked fine without any physical damage but the issue reported by prior customer was impossible to recreate.
