Question My pc turn on with fans, but there's no motherboard light

Hello,

I would like to ask some help as soon it's possible. I have a big trouble at this time and nowhere seen solution for this thing.
My pc turn on and fans are working, but there's no motherboard light or rgb lights on motherboard / strips / fans. I tried to re-connect everything, clear cmos, remove gpu/cpu/rams, but nothing help.

I have an error code that is '' 27 '' - i can't find anything with this.

My config:
ASRock x570 phantom gaming x
Asus rog strix Rtx 2080 ti
G.SKILL Vengeance 64gb 3200mhz
1tb Samsung Evo pro ssd
3tb/2tb Toshiba and WD hdd
Ryzen 9 3900x
Alphenföhn 360 rgb aio
Corsair 1000w psu

Sure it is this nr? Isn't in the manual.

Tried with one stick of ram in the second slot from the cpu out?
Tried clear cmos?

Tried latest bios by flashing with "Bios Flashback"?
