My Pc turns on and my monitor doesn't get any signal?

Hey guys. I bought a new pc a few weeks ago and I have a problem. Everytime I turn on my pc it doesnt connect to my monitor. So i have to turn off the pc, close both the monitor and pc plug from the back, turn it on again and hope it'll work. Eventually after some time it does, but its getting frustrating. Why can't the monitor get signal when I turn on the pc for the first time? I have it connected via VGA from monitor to a dvi to vga adapter from my pc. So it is connected via vga. Also i have a HP w1907v monitor. I have one stick of 8gb ram, and an M5A99X Evo r2.0 mobo, corsair vs650 power supply and an r9 280x gfx as well as an fx 8320. All at stock speeds. Hope this helps, I need to know if it's a mobo, psu, monitor or ram problem? Thanks!

These are what the problems could be:
1- Your adapter isn't working right (most likely)
2- Your GPU isn't outputting the signal right
3- Your monitor's input is broken
You can test the monitor by using another computer, you can test the adapter by using either a different monitor and system or just a different monitor, you can test the GPU by using it on a monitor with a VGA input.
