Question My PC turns on but monitor says no signal

Hello. I bought my first gaming desktop PC this March and I got it together and made it work. Then after 3 weeks, BSOD started to pop up and sometimes caused the screen to freeze. After a few turning off and on, my monitor showed no signal ever since. Now recently, I got enough money to buy new PC parts and I bought a new DP cable, PSU, motherboard, and GPU. However, even after all that trouble, my monitor would still show no signal. I have no idea what is going on now and I think I need help now. Any idea what might've gotten wrong?

Old PC Specs:
Motherboard - MSI B450 Tomahawk MAX
CPU - AMD Ryzen 5 3600
GPU - Gigabyte GTX 1660 TI
PSU - Corsair RM650X
HDD - Seagate Barracuda 2TB
Case - Fractal Design Meshify C (Middle Tower)
CPU Cooler - MSI Core Frozr L

New PC Specs:
Motherboard - MSI B450 Pro Carbon AC
CPU - Same
GPU - MSI GTX 1660 Super
PSU - EVGA Supernova 850 T2
HDD - Same
Case - Same
CPU Cooler - Same

How do you do BIOS update? Sorry, I am a computer noob here
Also, I how do you enter BIOS settings? Can you enter BIOS settings without a PC signal?
