[SOLVED] My pc turns on the second I plug it in but will not shut off. Any answers?

I have used my mouse for 2 years and the cable has always rubbed against the back of my desk causing little damage to the cable. The other day I pulled my mouse towards me and then my pc shut off instantly. When I tried to turn it back on I got no indication the computer was getting power so I unplugged my pc from my wall and waited about five minutes after I plugged the pc back in and without me turning the pc on it turned on automatically but had no power to keyboard or mouse, no signal on monitor. When I saw that I tried to shut it off with the power button but it didn’t shut off. After that I looked closely at my mouse and noticed the red and black wire were touching and melted. What to I buy or how do I fix this??? Pls help
 
Solution
The short may have damaged the motherboard.
When the red and black wire touched....there's a good chance too much current flowed though the motherboard and damaged the circuitry.
