Remove any CDs/Flash drives, reboot again. If you don't have any in the system, reseat the hard drive, try again. If that fails, try a new drive cable. If that won't work, you probably have a failed drive. Go into the BIOS, look for a drive check utility, and run it. If you come up with errors, you need to replace the drive and re-install Windows.
