My pc wont boot after cleaning CPU fan

So i noticed my cpu cooler was very dusty so i removed it to clean, after i cleaned it i put it back in and my pc isnt starting properly. It starts, all the lights and fans turn on for about 10 seconds and then it shuts off for 5 seconds and then turns on for 10 more seconds and repeats etc. Ive tried taking out the cell battery for a few minutes with the power cable removed but no luck, what do i do?
 


Yes i replaced the paste with a tube of thermal paste i found on my draw, not sure how old it was but it seemed alright. Would old paste be an issue?
 


I double checked that i clipped it down correctly and locked it, so dont think thats the issue.
 


I do believe success! Don't know what happened but today when I started it it booted no problem.. A bit odd but ill take it.
