Question My PC won't boot after pulling out and reinstalling the GPU.

I just got a new fan for my PC but came across a problem, the only fan header is almost under the GPU. I couldn't really reach it from underneath either as it was jammed directly in between the bottom of the case and the graphics card so I pulled out the graphics card, connected the fan, and plugged the graphics card back in. Problem is it's not starting anymore.

I have tried pulling it out and jump-starting the pins with a flat head but it is still not turning on. I have not touched any other components and the GPU isn't critical to it even turning on anyway so I can't figure out what the problem may be.

Did you remember to unplug the power cord, flush out the residual power by holding down the power button, and ground yourself, before doing all of this?

I unplugged and grounded myself but completely forgot about residual power. Could that have stopped the PC though as I thought that was more for my safety?
