Question My pc won't boot fan spins, no display and beep sounds

I've tried everything from removing ram and cleaning them with eraeser and reinserting them. I've also tried removing cmos and reinserting it. But still my pc won't boot, the fan keeps spinning for a second and then stops and spins back again repeatedly. There is no display and beep sounds. What could possibly the problem please help thanks.
