my pc won't boot HELP

I'm on my phone so sorry if this will be a bit messy but here is the story

An hour ago I had a power shut down while I was playing on my pc, there were no problems my pc just booted back up but 10 secs after the first shutdown the power shutdowns again (no idea how or why) while my pc was restarting and then a problem occured. (note the electricity shut down that is why the pc had shutdown, not another reason)
So my pc couldn't boot anymore after the second electricty shutdown. I have tried finding the solution on the internet but no luck and I saw that this forum was used a lot (while searching for a solution) to ask for help, so here I am

Try booting to safe mode (usually pressing F8 key during the boot) windows will give options to select. One is to boot using the last good configuration. That may get you going. If not and you can get into safe mode, you can use system restore to go back to a state before the power issues.

I can't boot up in safe because I can't even boot up my windows, the first picture with the message, is the first thing that pops up

And if I go to startup menu (pressing ESC) and do system recovery same thing pops up

The other options are
Diagnostics (see picture)
Boot menu (see pic)
Computer setup
System recovery
Network.boot
Utilities
Run UEFI application

I can reset my pc with my windows repair disks.. But it states all my data will be removed.. And I got some important data on my pc I can't afford to lose..

How do I boot with the disk? When I start up the disk there is only an option to recover, reinstal windows so deleting all data and setting the pc back to default


Edit: i only have recovery disks.. Not the installation disks

You can make a Linux boot disk or flash drive (http://www.ubuntu.com/download/desktop/create-a-usb-stick-on-windows). You can then boot and run the ubuntu os from the flash dive. Then you may be able to see you HDD and recover the data you need. Once you have what you want you can do a recovery.
