My PC won't boot or turn on, should I reset my BIOS?

Recently my PC froze so I turned it off and now it won't tun back on. I sent my motherboard back and they 'apparently' reprogrammed the BIOS. Now it won't turn on but if I hold the power button it will stay on but won't boot. I'm thinking of resetting the bios by taking the battery of my motherboard. Should I do that or should I try something else?

Yes, everything has power and all the fans spin but I have to hold the power button in for them to stay on.
