Question My PC wont boot properly.

My problem is very simple. I just need to know if there is anything I can do to solve it or if I should just buy a new motherboard because it's permanently messed up.

I don't know what it's called, but you guys know when your PC first receives power from the power supply after its been completely disconnected, it does something where it boots up and shuts off three times before actually turning on. Well, my Pc gets stuck after the first one. It will turn on, everything lights up, and then it basically just goes into a coma-like state where it doesn't turn all the way om or reboot again. I can't turn it off via the power button, but all of the fans remain on. I have to turn off the power supply to turn it off. It doesn't provide any video output.

I have tried resetting the bios by taking out the battery and reinserting it. I've tried taking the motherboard out and cleaning it and putting it back in. Nothing has worked.

Does anyone have any clue as to how I could fix this or is my motherboard just done?
 
It's an i5-4590 on an optiplex motherboard (I don't know the specific model). Everything else shouldn't really matter, as I'm booting it without the graphics card using the VGA port in the motherboard for video output. The hard drives are fine because I can boot them on another motherboard that I have. The RAM wouldn't cause this, I don't imagine.

I would, but it isn't providing video output. It isn't actually booting up. It goes through the preparatory processes it goes through after being completely disconnected from power, where it turns off and on again a few times, except it doesn't do it a few times anymore. It gets stuck on the first boot and then the fans slow down a bit and it stays on but doesn't do anything. I can't power it off with the power button, and there's no output of any kind.
