Question My PC wont boot to POST(BIOS)

My PC wont boot to bios and I have this weird sound on my fans like its loosing power then recovers. I have tried the eliminate method, tried my psu on other mobo, Worked.

Is my Motherboard is dead?
Don't know any other methods

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:

Please mention the age of the PSU as well as the specs to the donor system where you dropped your PSU into to rule out your PSU being A-OK.
