Are you able to test te PS_ON signal pin on the ATX cable?

Disconnect it from motherboard, and with a paperclip (or something metallic) do a "jumper" between the PS_ON and any COM pins (you can check them here: https://upload.wikimedia.org/wikipe...9/ATX_PS_signals.jpg/250px-ATX_PS_signals.jpg )

If the PSU starts, it can be something related to its startup, and the possibilities are: faulty PSU, faulty MOBO, discharged CMOS battery, faulty Power On button. You will need to search by elimination.

If the PSU does not starts, its a faulty PSU.
