Question My Pc won't boot unless i turn the Psu on and off.

So for about 3 days every time i try to turn my PC on, it won't boot unless i turn off the power supply and turn it back on. i tried to test another power supply and the same thing is still happening. i have a Ryzen 5 2600X with the MSI X470 Gaming Plus. Whenever i try to boot the red debug led pops up on the CPU. i highly doubt that the CPU is the problem, does it have something to do with the memory or the Motherboard?
