Question My pc won't boot up, but the fans are spinning

I decided to build a pc 2 months ago... So far, it didn't have any problems and it was really fast... But today, when I pressed the button to boot it, it started and while windows was loading, it suddenly shut down and then it opened again. The problem is that only fans are spinning now and it doesn't give signal to anything. Not even my mouse and keyboard are turned on. Also I noticed something weird. My motherboard has a yellow light and when my pc is turned off, it is flashing, but now it is always on. Does that indicate something? Can someone please help me?
