Question My PC won't boot when I have a memory stick on one of the slots

I have a MSI Z170A SLI PLUS and 4 sticks of DDR4 RAM. 2x16 and 2x8. I have tested each of the sticks individually and they all work properly however whenever there is a RAM stick in in the slot that is furthest from my CPU the PC won't boot. I have tried it with every combination of sticks but as long as there is any stick at all in the 4th slot the PC refuses to turn on. It is very possible that the mobo is just bad but I was wondering if anyone knew of any possible fixes before I go part hunting.

Does the following link provide the User Manual for your computer's motherboard?

Per page 27 there is note "Always insert memory modules in the DIMM2 slot first".

Use a utility such as Speccy or HwINFO64 to look at the system configuration using the other various and working memory configurations.

At least as much as you can without installing memory in the 4th slot.
