Question My pc wont post (Lights and fans turn on)

Yes, I did check the pinned post, none of it worked.

It first started a few days ago when it crashed, the only unusual thing that happened was a slightly higher cpu usage while using Chrome and poof it went.

It doesn't post, the fans keep turning on and off. The motherboard still has its lights on. There are no beeps, thought I am unsure if it even has a speaker for that.

I have tried unplugging everything except the hdmi cord, didn't work. Started it up without a gpu, no beeps, didn't work. With only 1 stick of ram, in all the ways I could think of; different slots, different sticks, didn't work, no beeps.
Started it up without storage, no beeps, didn't work. Applied new thermal paste to cpu, didn't work. I tried resetting the bios. Taking out cmos battery for 5 minutes and hold down power button for 30 seconds, didn't work. Plug psu into wall outlet, didn't work. Paperclip test, pcu works.

I have a feeling it's the motherboard, but I have no real ways of tedting it, I have no extra components to test and not much money to spend on parts I may not need.


Specs -

CPU: I5-9400f
GPU: RTX 2060
Motherboard: B360M DS3H
Ram: Patriot Viper 2400 MHz
PSU: EVGA 600w

Update:
I think it shorted because I took everything out of the case and reset the bios again and it worked...but now it crashes after a bit in windows and sometimes doesn't even start up.

Do the fans on the gpu spin? It is probably either your psu or motherboard. Cpu failures are very rare. Maybe you can take your pc to a friends house and use his psu to test your pc.
Yes, all the fans spin. I used the paperclip test, though I heard that it's not 100%, couldnt I use a multimeter to make sure it works? Unless those tests only work if it doesn't give any juice, could it just give enough to power a few components?

If I was to use my friends psu would it need to have enough watts to power my rig to test? Because I don't think any of my friends that do.
