Question My PC won't power up

Hi.
My sound card on my mobo (asrock b350m-hdv) has stopped working so I had it repaired. In the meantime I have bought new one motherboard so I can still use my pc. The old one came back so I wanted to test the sound if it works but now the pc won't even turn on. Even the fans won't spin and leds won't flash. Iam pretty sure the problem is in motherboard as everything works with new mobo.
Is it just bricked or could the problem be somewhere else?
 
Did the repair shop tell you that they fixed your motherboard? It wouldn't be good business to send the customer a dead motherboard. I recommend double-checking all the connections.
It looks like the problem is in the power button pin on motherboard as I managed to jump start the system on 4th and 5th pin of 24 pin connector. The question now is how do I start the pc without holding paperclip on 4/5 pin. Guess I have to solder a switch on the mobo?
