Step 1: I've read the user manual from my motherboard. I'm using Asus H81M-E. And follow all instructions in the Manual.
step 2: my motherboard have 4pin, so i just plugging in 4 pin into the motherboard.
Step 3: yes all standoffs installed
Step 4: my GPU is seated correctly
Step 5: my GPU Rodeon RX560 doesn't have PCI-e power
Step 6: I have 16Gb(2x8GB) Ram. I've tried just using 1 card. The problem is. Still it won't turn on. And there's no "beep" sound from ram.
Step 7: yes all memory inserted correctly
Step 8: I've read the manual many times
Step 9: there's no plastic guard on the cpu socket. Because before i cleaning up my pc. I'm still able to turn on and playing games
Step 10: when i cleaning up my pc. I'm not putting the cpu from the motherboard. So it's still there
Step 11: there's a bend pin on the USB connector and jumper. But i think this doesn't matter because before i cleaning my pc it's work fine.
Step 12: I'm still using cpu fan from Intel. I'm planning to buy an aftermarket cpu fan in the future
Step 13: yes the cpu fan was installed correctly
Step 14: there's no another material on the thermalpaste
Step 15: all screw installed correctly and the cable from psu was going through behind the motherboard
Step 16: yes. if not I can die electrocuted
Step 17: I don't have system speaker
Step 18: i think this is the problem. I have a conclusion because when i plug in the power cable into the PSU, the small light on the motherboard is turn on, but when i push the power button from Front Panel of my pc case. Nothing happen. I've read the user manual many time to make sure i Install the front panel cable into the mother board. I've followed it from the manual but still nothing happen to my pc
Step 19: I've turn on the psu and the small light on the motherboard is on
Step 20: yesterday I've downloaded the newest version of windows and my gpu driver.
Step 21: yes i tried resetting cmos following from the manual. I even tried to jumper and put the battery from the instructions in the manual. But still nothing
Step 22: how i integrate it if my pc won't turn on?
Step 23: I'm sure all cables and components are installed correctly and tight to the socket

You used a brush to clean around the motherboard & components?

Very bad practice indeed. You're supposed to use an air-blower so nothing actually gets touched by anything that might cause ESD (Electro-Static Discharge) which can kill some computer components.

Hopefully that hasn't happened and it's just a case of something you haven't reconnected properly - - so double-check everything.

Yes I'm using soft brush that usually use for painting on paper.

I just solved the problem got help from my friend. Dunno what it's mean but when I'm plugging CHA_Fan the PC won't turn on, but if i put the CHA_Fan my pc is running now.

RE: Step 6 and 17; there will be no beeps of any kind without the speaker.
