My PC Wont Startup

i built my first PC and i got told it wouldent damage the components to just turn on the computer without a graphics card i wanted to just see it turn on for the first time and to check the fans when i did turn it on there was one short single beep then it turned itself off i do not have a monitor or a graphics card yet

I searched too see beep errors and one directed me to the ram but it did the same even with just 1 ram card would it just be because im missing those 2 components ?

my mobo is a MSI Z87 GD65
 


i am not too sure cause i tried connecting the monitor and even then it just still turns off just as soon as i turn it on as soon as i press the power button it has that short beep sound then power cuts
 


would it hurt the components by testing it turning it off and on

since it was the first time turning the pc on and all i tried unplugging hd optical drive and the ssd and see if it would start up and it still does the same it just turns on for 1-2 seconds and shuts itself off i looked at the panel connectors if they were corrected i looked and followed the diagram multiple times checked the main power cable i checked if the cpu fan was mounted correctly and that the cpu was placed correctly. I checked if it was the power outlet tried multiple outlets i took at look at the mobo standoffs if it was toucheing the case at all which it was not i took a look at the ram if it was in correctly i changed the ram in other slots to see if it would make any difference and it did nothing i have no clue what to do anymore
