My PC's Ethernet is "Limited". I have fixed this in another (slightly different) instance but it keeps coming back.

My PC asks me to "reboot to repair drive errors" but when I do, the ethernet becomes "limited" and Diagnostics Policy Service is not running. When I try to run it from Services, it gives me "Error 5 Access is denied." I'm new to Windows and I'm inept. When I reboot it works for a moment. I have tried the net local group Administrators /add networkservice set of commands and it says "Account with the specified name is already in the group." What should I do? More importantly, why is this happening?

you really need to look for a virus IMO...

but to go thru the precedure right....

1) check hard drive....http://www.hdsentinel.com/download.php do a "short self-test)

2) start/run/ msconfig ----- goto start programs and turn off most everything but your anti virus. then goto the services tab and check mark hide microsoft services then disable everything thats not a driver or anti viruses related item.

3) malwarebytes and do a scan...goto custom scan and do a rootkit scan.

4) https://security.symantec.com/nbrt/npe.aspx another rootkit scanner

5) get anti virus scan..... if you don't have one doa trial period one. http://www.trendmicro.com/us/security/products/index.html

6) Ccleaner

7) Revo uninstaller any program that looks suspicious uninstall and run the scanner for hidden files and registry left overs

once your confident with no viruses then you can goto hardware and OS procedures.
