My pc's first action lags heavily

It took me some time to notice this but no matter how long I leave my pc after startup the first action Ill make (opening chrome, skype etc.) will be unresponsive for about 15 secs or so. The fact that the time I let it idle has no effect makes me think there is a software issue about it...

(P.S. In case you have also read my other recent thread, the two problems are completely non-related since the one started 3 week ago while this has been a problem for quite a while)

I don't think that you have an obvious startup entry problem.

Via Control Panel go into System and Security, and then "Check for performance issues". Run the troubleshooter and respond as appropriate to what it identifies.
Have you looked at Taskmanager to see how much CPU and memory is being used prior to taking any other action.
Review your startup items and identify which can be selected to be prevented starting with windows
 
I tried using Autoruns for Windows and I deselected the ones without a manufacturer and the ones I recognized as programs but I didn't really see a change... Plus there are so many left on the Autoruns panel and I dont know how many there should be...
 
Ok, I just tried using the task manager throughout the sequence. Before the first action the CPU usage is about 10-15%, after clicking on Chrome the CPU usage rises to about 25-30% and on the Resource Monitor nothing seems to stand out, about 2 mins after the chrome page has opened and is now responsive the CPU usage drops even to 0%. Does this help at all? 😛
