Question My PCs leds are on but the fans are not turning and the monitor displays an error message

My PC’s leds turns on but not the fans and the monitor displays an error message
(Monitor is sceptre, cpu is ryzen 2600, gpu is Asus 2060, moba is tug gaming b450, ram is gskill ripjaws v, can anyone help?

When posting a thread of troubleshooting nature, its customary to include your full system's specs like so:

If the system powered up and worked previously, then you may want to look at all the connectors in your system and take note of any odd smell from within the chassis.
