My ping/latency in game(s) randomly doubles for hours- How do I fix it??

Alright so here's some things I've noticed about the problem:
Currently I'm running a winMRT test to the server 64.74.97.240

I see in the 'best' column that the ping to the final server is around 40.

-Actually playing on the server shows a steady 100 ping

-however when i refresh the server browser repeatedly, sometimes the ping to that server comes up as 50 (what I normally would be getting). unfortunately refreshing a moment later, the ping shows up at 100

Why are the servers giving me this little blip back to where I should be at, but it remains raised?

This happens with any game I play, League of Legends, CS:GO, TF2, etc

EDIT: I am on a *Wired* connection, not wireless.

(I'm going to run a winMTR to this server as well as a wireshark until the problem stops happening for the night)

The ping depends a lot upon the internet connection through your ISP. For the same server different routes can have different ping values, and the routes taken by the packets are not the same, depends a lot upon your ISP.

Okay, so is there any way to get them to change something that would effect that?

This happens completely randomly and I've asked my ISP and they've been less than helpful so far

It depends a lot upon your ISP, they are pretty much insensitive to the gamers needs. You can run some trace-route tests and check for packet loss, If you are suffering from packet loss then you can raise an issue with your ISP regarding that. For ping issues chances are very low that they are going to take any action. You can try to get a fibre optic connection if that is available in your area(for cheap).

Man.. So there's not much I can do?
This never happened before, ever.
Just sorta picked up randomly a few weeks ago outta nowhere
