It seems that this only happens when my gpu is connected. I bought the new psu as my pc wouldn’t turn on when my gpu was connected

The fact that you get the same symptom with two PSUs would indicate the problem is likely with the GPU and not the supply. Did you use the modular cables that came with the new PSU?My Psu makes a clicking sound and doesn’t turn on when i press the power button but it works fine with my old psu.
